Hi! I have painted over a lot of paneling, in Florida and Ohio. I found the best way Is to clean with a TSP substitute and prime with either Original Oil Based Kilz or Zinsserโs BIN. Then paint 2 coats of any latex paint you choose. I have used latex primers, such as Zinsser 123, but found they do not hold up as well. Make sure to have very good ventilation if using the Kilz or Zinsser BIN.
