My neighbor used large pavers .about five levels high .really looks nice .I thought it was a new flower bed .they added compost first then garden soil .she said it cost them but it was worth it
If pavers aren't in the budget you could consider cinder block as well, they can be painted. I used railroad ties around my garden, they were really inexpensive and I like the look. (I made sure the railroad ties had spent a lot of time outside before using them.)
You can also use pallets, just make sure they say 'HT' on them meaning they are heat treated. Here are some ways to use pallets:
