Renters left an awful mess. I have flooded floor and sucked up residue and put enzymes to work but still smells.

Before spending money on chemicals, try vinegar, as it is a natural disinfectant and odor remover.
Have you tried a product called Odo Ban concentrate/disinfectant. It was great for neutralizing skunk odor!
Clean with Natures Miracle for cat urine…… bleach might do it also. Use 50/50 mix of bleach and water. Really soak it down good. Let dry thoroughly and then seal that area or the entire floor. Use out door paint or varnish. Kilns or other similar products work also.
Sealing it in is the ONLY way to get rid of the smell permanently.
If you’ve already done a good cleaning… and it sounds like you did… then jump to the last step which is to seal that area.
I have a similar problem after my sick cat urinated on my cement floor of the lanai. The Natures Miracle cleaner worked for a while but because of the dampness here in Florida, the smell would come back.
DI’d the bleach treatment and the smell seems to be gone for good! But I still plan to seal that area. It’s just been too rainy and humid right now.
Cat/dog/human urine smells are terrible to remove. I believe the only way to fully eliminate them is to seal them in. You can get the smell out of carpet with Natures Miracle but you have to reach all the way through the carpet...padding...and the sub flooring. Pretty much all the way to China. Under the base boards too.
i Find the bleach mixture works best for the sub flooring. Pour it on heavy and let it seep in every where the cat urine had. Can Take a couple of days to dry thoroughly so don’t rush it. Then seal the sub floor… under base boards too.
The strong bleach smell will make your eyes water!
I had great luck with nature's miracle Cat urine and odor remover. They have an advanced formula which works the best. Follow the instructions for saturating the floor and duration of time it should be left on there before you remove it. It is $32 a gallon at Drs Foster and Smith. I had to use anough of it to saturate carpet and pad and sub floor and I had to do it 2 or 3 times.
