keep cutting it to the ground and get rid of the upper growth. Try digging up the roots, not just pulling. Another way is to cut off close to the ground and paint the stump with something like roundup. It will get to the roots quicker and by painting it on, it will not harm any close plants or grass from over spray.
Roundup Poison Ivy and Brush Killer. Follow the directions on the bottle thoroughly. Reapply several times as any new growth appears until all the roots are dead. If you can get to the other side of the fence it will be more effective faster as you can apply to more of the plant and the roots will die back further. Make sure you wear long sleeves, long pants, gloves and cover any part of your body which might come in contact with the plant. A neighbor of mine put up a new fence across his backyard and ended up going to the hospital because he put up the fence in shorts and a t shirt and no gloves.
