You can use canned air, it is sold in th office supplys to blow dust out of computers and keyboards.

or you can use a Swiffer duster. Then spray it with furniture polish to keep the dust from collecting fast
The canned air does such a good job that I would take your flowers outside to use it or the dust will just settle back down in the house and on your flowers again. Unless they are plastic I would never use any kind of liquid to clean them, as that would cause the fade or bleeding you are concerned about.
I have heard, but haven't tried it, that you can put the fake flowers in a paper bag with salt in it and shake them clean.
Use a blow dryer outside.
I have heard that you can put your flowers in a bag with cornmeal and shake it vigorously to remove the dust, then shake again to remove the cornmeal. Haven't done this myself, but it wouldn't cost much to give it a try.
