Veronica, You can use landscaping fabric but grass/weed will find a way out! We then use weed killer or I pull!
You will get weeds no matter what you do if you use pavers. Weeds are spread by wind, wildlife and people. Simple fix though. Boiling water or spraying with vinegar will keep them in check.

Even if you put landscaping fabric down -some weeds might still occur, we have gravel under our deck and once had a pea gravel driveway that would attacked by weeds.
The weeds can be either handpicked, chemically treated or flame burned with a weed dragon.

Preen, applied to bare ground. Once gravel is in place, spray round up or brush killer to area.
LANDSCAPE FABRIC ... a good quality one...
Hubby put in a area in front of the house with gravel and pavers. It is a small area but also put in a cinder block bench and firepit. We put weed barrier down first but you will still have a few pop up. Just pull the stragglers every few days. But the weed barrier makes a huge difference.
You should kill whatever is growing there now, then cover with a good heavy landscape fabric, then lay the blocks and stone over it
