Occasionally I’ve come across that issue, if the bottom or first layer has an embossed pattern to it, the embossed pattern has come to the top. If you are going flat over flat, that’s doable . But..check to see if your building codes permit it.

You can, but it really is better to take up the old linoleum. If you are planning on tile over the old floor I definitely would take up the old flooring. If the linoleum is in super great condition and you are certain that the entire area is totally glued down you might be able to get away with flooring over the linoleum. My daughter and son-in-law are going to have to take up tile and pull up linoleum in a house they bought about a year ago. Tles are coming loose wherever the original floor was linoleum. The problem you have is not knowing, and having any way to tell, if there are areas where the linoleum is not sufficently glued down and will cause a future problem. My motto is better safe than sorry.

Can make an unlevel transition from one room to the next. This can cause falls.

Carpet is the only thing you can put over linoleum especially in a living room it keeps the warmth in the house

All depends what kind of flooring you want to put down. As long it's flat, stable, smooth and no damage you can.
