If you can afford it and the landowners agrees, put in sound proof windows.
Heavy drapes helps over windows. You can even get sound deading panels you can cut to fit in the window and over the wall if its really noisy.

What is the neighbor doing? If your living in an apartment/condo talk to management to see if they can do anything, as you are entitled to your peace and quiet.

I can't hear anybody in my neighborhood. I have insulated curtains on my windows. Before I hung them I heard every little noise outside.
Get a white noise sound machine.
Heavy drapes may help. Area rugs on top of the carpet. Run an electric fan to help drown out the noise. Keep a light music on the radio.
