Groundhogs burrow to get to plants. Even if you fence, they may get to your vegetables. Next year, dig down, place a layer of hardware cloth on ground, large enough for garden, with a folded edge at least 8", at a 45 degree angle, toward outside edges. Add your soil and plants. Surround entire area with sturdy fencing and place netting over the area. Try planting a perimeter of garlic, marigolds, etc.
Miracle Gro makes a good product that can be added to water and sprayed. Fish emulsions also work well.
