Bests way to get surface rust off a painted metal table?

Found a nice 36" round metal table with glass top--it's painted and there seems to be surface rust on it--I want to repaint. I've tried sandpaper and a metal brush--some comes off but not all...is there a more thorough way? Or, if I want to use rustoleum, is it necessary to get all the rust off? Read that soaking with vinegar removes rust? HELP!! Thanks

It's not necessary to get it all off. Remove what you can (especially if it's flaky) and seal it with rust sealer spray by rustoleum. Then paint.
None of it is flaky...what's the best thing to get it as smooth and clean as possible? And thank you for the answer!
I remember hearing that people used to use crumpled aluminum foil to scrub rust off of car bumpers. Worth a try?
