Best way to eliminate Trees of Heaven?

My neighbor has a huge Tree of Heaven and I an inundated with saplings everywhere. They are invasive and all attempts to dig up immediately is a cat and mouse game. Any help would be appreciated.

Cut them as close to the ground as possible, and paint each cut with wood stain. I dont know if one brand is better and I doubt theres a difference. Seems to work well, too.
Cut and apply full strength Round Up with a paint brush to the stub.
