The rubber mulch will be a mess to remove after while. It adds nothing to the soil, which regular mulch does. When you turn regular mulch and replace, the old mulch feeds the soil. Water does not pas thru it, so your plants will not be healthy.
I have used it with landscape fabric under it. No weeds. Created a short walkway. But I have not used it around plants like you would use regular mulch.
The only place I would consider using rubber mulch is perhaps under larger trees where the feeder roots are far away from the base of the tree. Lisa S. is absolutely right, water does not pass through it only runs off of it. Definitely not a healthy choice to put around plants. Use regular mulch and feed the soil so your plants will grow and be a lot healthier year after year as the old mulch degrades. The nutrients from those mulches enriches your soil and in turn helps feed your plants.
