Oh dear it's sounds like the paint hasn't cured properly. How long ago were they sprayed Susan?
Scrub and rinse well with vinegar/water solution.
Try hot hot soapy water. You might have to redo chairs
Yet another of the many reasons I don’t like that product. Try rinsing with plain water first. Try a little dawn dish soap next. Still there? Vinegar solution.
Work you’re way up to a harsher solution. But begin with soap. Good luck!
