Temp anchor a wall frame to Concrete Floor and Concrete Block wall?

We are hoping to build a non load bearing wall in our school's TV Studio. It is a large wall 13'X30' and includes a double door access and safety windows. In order to be considered a temporary structure we must be able to "detach" it and remove it if necessary. Because of the size (especially the 13' height) we need to secure it for safety 99% of the time. The floor is concrete and the walls are 8" Concrete Block. Honestly I don't see us ever moving it but need to be compliant for the "temporary" status. Any creative ideas where we could safely secure it to the floor and walls and still remove it if necessary would be appreciated!
