Are you taking up the flooring? If so big box stores sell self leveled in the flooring department. Mix it like concrete and trowel it on feathering the edges. Once cured you can lay over with new flooring.

The cabinet has a permanent shelf built in above the floor. Over time it became uneven, maybe caused by water damage?
