What is the best way to prep old exterior porch railings?

I have an ornate porch railing which is old and very rusty. I would like to smooth it out and remove the rust before repainting. What tools do I use to clean and prep it for painting?

Sand it first to knock off the high spots, then brush on Naval Jelly. Wash it off, prime and paint.
