Smother them! Newspaper, cardboard or landscape fabric, then mulch on top.
Buy some 24d at your local home improvement store or tractor supply and small hand pump to spray it. Should cost like $30 for both. It will not kill plants, only broadleaf and weeds.

Plant a ground cover under the roses, something like vinca will make a nice ground cover and have color, although it does take a while to fully cover up depending upon how many you plant.
