Most wallpaper borders are vinyl with a paper backing. You can pull off the printed part and it will leave a paper backing on the wall. You should then be able to wet this down with warm soapy water or warm water mixed with liquid fabric softener and scrape the paper off. Before you begin scraping let the water soak into the backing for 5 minutes or so and then re wet if you need to. One you get the paper off the wall you will then be left with the adhesive to remove. Use the warm water and liquid fabric softener and keep washing until the adhesive is gone. You might need to change the water a few times and the rag or sponge that you are using. Sometimes there is a lot of adhesive left behind and while it is wet you can actually scrape the goop off with a plastic pancake spatula and then wash the wall. You will know when the adhesive is gone once you let the wall dry and rub your fingers over the area where the border was. It will feel smooth like a painted wall and not tacky.
I use a 50/50 mix of vinegar and hot water in a spray bottle. Spray the border, let it sit, and peel/scrape it off. Use the same mixture to wash off any glue residue.
Use a spray bottle with warm water and spray it - see if it will peel off easily. Borders are usually easy to take off and many will come off when wet in one piece.
