Are you just wanting to have the area covered in rock? If so I'd just do weed barrier and then the rock. If you want to put two layers of barrier go for it, but to put a layer of dirt in between doesn't seem necessary and just gives weeds something to grow in.

It depends on what you are trying to achieve. When you say "rock" I'm assuming it's not a garden bed, but a pathway, patio, or drainage application. In that case you want a geotextile or drainfield fabric (dirt barrier), which will prevent your rock from migrating into the subsoil. Check out this blog about why not to use weed barrier.
