I live in a rental and want to know if I can apply a temporary peel and stick wallpaper over existing wallpaper without ruining it?

Lib...I would not simply because if you attempt to remove when you move out it may tear existing wallpaper and then you will have real problems. One other thought however, if the landlord agrees it's okay to do, ask for it in writing and make sure all is well, then if you feel convinced, you might follow through. I just would not want to lose my deposit.
I wouldn't -- for the very reasons Tinyshoes mentions ... be careful ... management companies are NOT the same as the property OWNER - and even if the management company gave permission, the OWNER might have other ideas ... but then it would be between him and the Management Company - but you don't want to get caught in the middle.
Landsharkinnc has an excellent point about needing written permission from the OWNER in order to make ANY decor changes to the unit.
Always ask your landlord. They may not mind at all!
I would hesitate to do that since it may tear the original wallpaper. Check with your landlord before doing anything.
Hi there, make sure the existing wallpaper is perfect and clean with vinegar. Then hang the new wallpaper. I always use glue for pre-pasted wallpaper to ensure adhesion.
That being said, I would highly recommend removing the existing wallpaper first. You will most likely be able to see the lines and probably texture through the new paper over time.
You can make a DIY wallpaper adhesive solvent with 50/50 warm water & fabric softener (I've seen vinegar posted but have no personal experience). You'll need a plastic scraper so you don't damage the wall. If you want to score the wallpaper, be careful not to pierce the wall behind it. A blade to precisely cut the wallpaper at baseboards, trim, and crown molding (unless you are going to remove it). Get a container and put all switch plate covers, outlet covers, and screws in there. Soak the wallpaper with the solution and wait about 5 minutes. Then start pulling off the wall. If you use fabric softener, your house will smell like fresh laundry.
