Cut them or use herbicide , chemical(Round-up) , or natural (vinegar/salt mix) on small trees . Real energetic , dig up all roots , make sure to mow or cut new ones in future . All depends on size .
Ber, I'm not sure how to stop aspen, but please realize that what you see is just one tree. The trunk lies horizontally underground and each of the "trees" is only a branch. If you use herbicides, it's likely to kill the colony. I recommend checking with your local nursery for better was to control spread
