What kind of fence are you talking about? Can you use a combination of gardening shears and a three pronged weeding tool?
For the weeds, just spray with vinegar. Regular maintenance is the only thing that can be done to keep it looking tidy. I live on a "T" street and the way the breeze blows, every weed, leaves, trash, end up along my fences. I am constantly out there picking things up to keep them presentable.
