You can, but be sure to you do have a moisture problem first. You do this by placing a large garbage bag on the floor, tape all sides and then wait a few days to see if there is any moisture underneath. If you do, then you may have problems with the glue you use to lay the tiles.
Wow! You can but I would not for a number of reasons. First being when that tile needs repair, you are ripping up the foundation. When the tiles needs to be removed completely, it will be a very very costly extra step to repair the concrete foundation before you can do anything else. And takes several days if not longer to cure before you can move forward. I have personally seen it take as long as 45 days. In my opinion, a huge costly no no rookie error.
Do it right, put down a subfloor and tile on top of that. Repairs and replacement down the line will be a breeze.

I would think that this would be the best foundation for a tile floor. just make sure it is level and has no holes to deal with.
