Instead of a second coat of hard wood floor finish, just put a layer of sealant...can I sand it off lightly then go straight to my second layer of finish? Or do I need to resand Down to bare wood floors?

Sealant is used to smooth the floor before finish, so as long as the floor looks smooth and free of voids you should be okay to just do your second coat of finish, assuming you are not mixing bases.
