What is the best way to paint panelling?
I have paneling in the outer walls in my home. I was advised to prime with Kilz before painting others say buy primer and paint as one but the paneling will soak up a lot of paint. Please advise. Thanks

First prime it (get it tinted one shade lighter than the color you're going to paint it), then put two coats of paint on it. make sure the paneling is clean and if you have the seamed paneling, you will want to fill the seams with caulk and smooth them out so you will have a neat finish.
I don't advise paint and primer in one. When in doubt, use a high-adhesion primer. I used to skip that step, and ended up paying for it in wear, or in extra paint.
My panelling has been holding up for 20 years, and it was primed. I have used the 2-in-1 paints on drywall, and found I needed more coats than advertised. It is okay when repainting the same colour, but you can't go wrong with primer.
BTW, I have been told in 1 hardware and 2 paint stores that even with 2-in-1 paint, they often recommend primer.
Kilz is a high hiding primer. If the wood is stained Kilz would be a good idea and it might take more than one coat before you go to finish paint. Stains like redwood really bleed through.
Make sure the paneling is clean and dry. Prime with a good stain blocking primer like Zinsser 123 or BIN. Then paint like painting regular walls. If the paneling has grooves you can fill them with non shrink drywall patching compound. Just put on enough to fill the grooves. Let it dry overnight. Next day use a damp sponge to smooth the patch. Then prime and paint.
