I’m in the midst of doing same. There was nothing but weeds to start with. I’m only doing a semi-circle that‘s about 40 x 20 feet. I am blessed with great soil, cursed with a landlocked space where no equipment can be brought in. I hand weeded the entire space but ran into a very difficult weed...”creeping charlie” as it’s known here. After getting everything else out, I resorted to Roundup in desperation. Didn’t kill it either and I refused to use anything more toxic. Back to hand weeding. The advice is to loosen the topsoil with a heavy rake or rototiller, if available. Test your soil for PH levels, add lime if very acid. Select a seed that suits your sun exposure and broadcast with a seed spreader. Water, water, water and pray! Your climate is much more likely to succeed than mine. It’s a lot of work, so price sod for the same space and decide. Not an option here.

    Good luck!

How about using artificial turf? You can save on mowing and water.
