get some paint sealer and mix it in with your new color. it will seal and cover at the same time.

Try using Zinsser Cover Stain primer.

If you used Kiltz there are two types: oil based and water based. Oil base is recommended for stains. Also, it is only a primer and not recommended as a substitute for paint.

Hi, you're mouldings are obviously stained and not painted. Use an oil based primer. If you don't like Kiltz, you can use another brand.

Go back over it with an oil based primer. That should stop the leeching. Good luck.
