Can ceramic tile (white) be color changed?

It is red clayish material under the white top layer. Pulled it out when remolded bathroom and it was an awful red dusty mess. Is there epoxy or something? that might work? Thanks

How about decals on each tile?
You can paint over ceramic tile walls in a bathroom, but you will lose some of the interesting characteristics of tile since the grout lines will be the same color as the tile. Also, you will have better luck if you avoid painting tile that gets a lot of water or wear, such as tile floor.
From your description of "red clayish material" I am thinking it might be unsealed terracotta and that it is on the floor?? if so this article might help you
