Use a razor blade on them, then clean with vinegar or any window cleaner you like.
Professional window washers use warm water with a few drops of Dawn dishsoap. Apply with sheepskin applicator and squeegee off. If it's really bad, you might need to do this twice. I always allow the solution to sit on the glass for a few seconds before I squeegee.
Hi Bve, Try this recipe from Merry Maids: mix 3 drops Dawn in 1 gallon water and fill a spray bottle with the solution. Spritz and wipe as you would with any window cleaner. If your windows are really cruddy, try using one of those magic erasers.
