    You'd be wise to contact your county extension agent, who is best qualified to answer this for your area, given your water restrictions and negligible rainfall.

    We asked the same question a year or so ago. We ended up having pea gravel installed: level the ground, cover with a couple layers of heavy duty weed cloth, top with at least 2" of gravel (sorry, I can't remember exact name of gravel, but it is more rounded and smooth than some). We are very happy with this. Grandkids have swings, a climbing dome, playhouse, etc. on this and despite many falls, not one injury of any type. Water can flow through the gravel and weed barrier. Only issue we have had is a very few weeds at very edge of yard, but they are easy to pull (we don't use chemicals other than vinegar). No problem with dogs and easy to clean up after.
