Can you take the decals off and get new? You might have to use some Goo Gone to get the adhesive off.
Try heating them up with a heat gun and scraping off with a plastic putty knife. I would buy one of the mats with the suction cups on the bottom and put in the tub.
Try rubbing alcohol it's great for removing grease and ground in dirt
I use regular hydrogen peroxide to remove stains from porous tubs and toilets. Try it on your decals.
I used a steam cleaner on my tub and it worked great.
