Soundproofing a Room on a Budget

Great post from Wendy.
From some sources I have heard that if you do not own the house (rent) and decide to soundproof a common wall, you can be held liable for the removal of it.
One idea I heard of is to put up styrofoam sheeting to do this and you can layer it to the degrees of silence you need.
