The paint keeps peeling off my 20 year old deck. Help!
It is pressure treated wood and I have painted or sealed it every 2 years. I wait for period when it has been dry for some time.

Our old house‘s redwood siding paint peels as well. The paint store employee told my husband it was because of moisture in the wood and would keep happening if we didn’t solve the moisture problem. I know that doesn’t answer your question but might be the reason as well.

It depends on what deck paint/seal you're using. The style that is more like paint does peel more often. Also if you're using Rustoleum Deck Restore, know that many, many people have had peeling issues with this product. There is actually a class action lawsuit against Rustoleum, which they lost, yet they continue to sell this product. If that is the product you've been using, click here to read more. At this point, it's best to sand down your deck and start fresh with possiblly deck stain then a clear sealer. The new "paint" style stains are not really recommended. Wishing you the best.
If you are using paint on treated wood this is what happens. It will continue to happen because the product sits on top of the wood and moisture affects the paint causing it to bubble and peel. Consider stripping all the paint off your deck and using a product that soaks into the wood. It is a huge job and very labor intensive but if the boards are still in good shape after 20 years you can stain them. After years of dealing with deck products that peeled off and looked terrible I now use a product from this company: Armstrong Clark. It is a linseed based product that soaks into the wood. No more peeling decks and very little maintenance.
