The "Wall Doctor" brand of wallpaper is supposed to be appliable over wood paneling!
Fill the panelling grooves with spackle, make it as smooth as possible. Then, install (glue) heavy duty underlayment paper that is made for this purpose, they have different weights or thickness depending how bad is a wall. Prime and paint or install wallpaper.
Had a neighbor that covered some badly cracked plaster walls in a guest room bedroom with actual burlap. Wasn't involved but it supposedly worked UNTIL she decided to paint it. Literally required gallon and gallons and gallons of paint and primer.
