How about your local Arbor Day Foundation office? Or your Department of Agriculture? Also check with your local municipalities to see what they offer.

Concord, NH has a program to plant trees for free, at specific time of year, and with stipulations re: location, but you incur cost of tree (about $185.00/tree, and up). I'm not aware of anyplace that would do both. Were you lucky enough to locate a free tree, you'd be better off asking friends, charitable organizations for planting assistance. Unless the tree is quite small, this requires strong backs and much digging, etc.
