Could be Murano cased glass and it looks like a tapered candle holder. See if there is a label on the bottom or the back. Also search the internet and ebay for "cranberry and royal blue Murano Glass candle holder" to see if a similar item turns up.
I only remembered about it after I got home so will have to check the base tomorrow. This was sent to me and is fuzzy so I would like to get better pics and also measure.
