How to resurface a basement cement floor?

My basement has a poured cement floor, which over the years has become pitted and in some places cracks have caused the cement to flake off. The floor had been painted gray by the previous owner, but it's been close to 42 yrs since then, and the paint is chipped in several places. I'm not sure that I can resurface the floor where there's still some paint on it. How to remove the paint? And is there a thin coating of cement that can be applied that won't flake off quickly with traffic?
