How to resurface a basement cement floor?
My basement has a poured cement floor, which over the years has become pitted and in some places cracks have caused the cement to flake off. The floor had been painted gray by the previous owner, but it's been close to 42 yrs since then, and the paint is chipped in several places. I'm not sure that I can resurface the floor where there's still some paint on it. How to remove the paint? And is there a thin coating of cement that can be applied that won't flake off quickly with traffic?

Have you considered rubber tiles, there are some inexpensive ones at Lowes. We just put them throughout our basement as they won't get damaged if the basement floods.

Isn't an epoxy coating essentially an epoxy paint?
No these are interconnecting tiles, they fit together like hardwood floors. There is a little gap between them. I think we have some leftovers, let me know if you would like to take some photos for you.
