I don’t know the answer but have you spoken to your landlord? Maybe don’t act like you knew that he/she painted it and say you think the previous tenant did it and it needs repaired and looks awful. People tend to help when they don’t feel like they’re getting the finger pointed at them. Btw - I too am ocd and I couldn’t stand another minute with the. I would ask the landlord and, if I couldn’t move, I would be scrapping it off with a razor.

I would repaint the tiles and bannisters. Here are some links to give you ideas on how to and what type of paint. Make sure you use a sponge and warm soapy water to clean painted surfaces---if you use microfiber or magic erasers, they wear away the paint quickly. I believe your landlord used the wrong type of paint in the first place.

clean it good with Clorox clean up then use paint with primer in it in a semi gloss paint.

Your landlord probably tried to make the place look good to rent it. Just leave it the way it is. If they do a walk-through with you in order for you to get a damage deposit back and they mention it, tell them the truth, that it didn't hold up to cleaning. They will learn what they tried didn't work. Usually, honesty is the best way to handle things. You're probably leaving the place much cleaner than it was when you moved in and there may not be a problem with the landlord at all. I'm a former landlord.

I used to be a landlord, and I wished I had a tenant like you. If you're set on moving anyway, then there's nothing to do, unless something is said during your walkthrough. Or, you can just advise you're landlord that the paint is wearing off and maybe he might want to look at it? Don't blame or accuse, just let him know. And good luck with your new house!

I like the idea of bringing the issue to the landlord and apparently someone painted it and this has become an issue as the paint is peeling off everywhere there is tile. I would have had my boxes packed and out of there in a day. Nasty and I don't want the peeled paint falling into my food since this is in the kitchen!!!!!!!! Safety hazard and I'm sure the city health inspectors would have something to say about this.
