The scale insects may be dead, they just don't fall off of the plants so it looks like they are still active even though they are not. As described here: https://www.nola.com/homegarden/index.ssf/2018/06/scale_insects_still_affecting.html
Did you use neem oil or a chemical specifically for scales? In either case you will have to watch new growth in case they return, then treat again if necessary. Wishing you the best.

it all depends on the plant they are on. if it is one you can't stand to loose, it will be an on going battle as eggs will hatch. I have always hand picked the adults off and put them in a container of alcohol. you can spray with Neem, wipe it on the leaves and stems with a cotton swab and check the plant every day until you don't see anymore. also check the nearby plants for scale.
Thank you so much will keep trying to save them, I used the neem oil and chemical products.
