I've used only latex when making chalk paint. I guess I've not actually painted over anything I had already chalk painted - not sure why you couldn't tho?

My favorite recipe for chalk paint is with calcium carbonate powder.
To make one cup of DIY chalk paint:
You can get calcium carbonate powder at health food stores or on line.
And yes, you can paint latex paint over chalk paint.
Be careful of chalk pain. Reserve for things that you will dispose of when the trend is over or you tire of the finish. You cannot paint over.
