    turn off the electricity to that fixture - and remove it from the ceiling;

    use tape to block off parts you are not going to paint - using tape/plastic wrap, etc. to prevent paint from getting on areas you don't want.

    clean the metal with soap/water and a soft brush to get in all the nooks and crannies if it's very ornate; other wise just wipe with a sponge and thoroughly dry it. Depending on the material, you may need to use a primer, or a 'de'glosser' so that paint will adhere properly

    Select a spray paint that is a color/finish you want and follow directions for that product; you'll need to 'hang' the fixture from some sort of support outdoors so that you're not using spray paint in your house ---

    replace the cardboard 'candles' if they've aged or are no longer attractive, wash/dry the bulbs;

    I've successful painted them by dismantling them, covering the sockets with painters tape, and spray painting it. Hang it on your clothesline for easier spraying and drying. Works great for outdated brass ceiling fans too.
