I've used a mixture of vinegar, water and Dawn dishsoap, mix it in a spray bottle, spray, let it set for a few minutes, then scrub. The Dawn cleans the area and the vinegar works well with getting rid of the smell.
Pet stores sell an enzyme product that will counter act the urine smell. The problem with carpet is that it is probably all the way down to the floor underneath so you really need to soak it. There should be directions on the bottle. I'd look at what's available locally then search for reviews on each product to see which one people like the best. I hope that helps you.
