If its the whole ceiling, I would drywall it and start over.

It’s easy when you put plaster on a putty knife turn your hand half way then lift it does the same thing
Or you can buy Hommax texture in a can at Lowes. Works like a charm, just be sure to practice with it on a piece of cardboard.
