Hello! If you have a re-use store I would try to find a window close in size. You can frame it to fit if it’s smaller. To help with security but not block all the interior light I would paint a outdoor theme on the glass or use the frost kit. For the stone I would continue to go with the theme. Like a theater background. Then plant a few plants in front & use some cute garden art to pull all together! Cool space good luck!
I'd remove the wood that covers the old window. Remove the old frame and install a new window and frame. You can get inexpensive widows at Habitat ReStore or at a big box home improvement store. They are made with vinyl frames so will not rot if near a garden when it's watered.
At the big home improvement stores you can find varying sizes of acrylic sheet "glass" that can be cut to size and installed with a silicone sealant. Cover the edges with some weatherproof moulding- that vinyl stuff should work well. If you have trouble attaching the moulding- try some construction adhesive rated for outdoors.

How about using these glass blocks. I had them in my previous garage. They let in light but you couldn't see through them.
Sorry, I tried to paste in a picture but I guess it won't work. The blocks are made of glass (I believe you can also get them in acrylic now) and I would guess they are about 6 inches square.
