How to put in a wall teired garden and a rock waterfall?

We have a walk out basement with steep hillsides that go up to the left and right of the walk out basement patio. We would like to put in some teired gardens as well as a rock waterfall. Not sure what type of pump to use and how to make it flow between the garden area and the waterfall areas. Any help would be appreciated.

You might try cindar blocks then you could plant in holes or landscap ties
