Have you tried to investigate? As it is a bit difficult for me to know where the Rocks are, How big they are, and the purpose they were put there for without at least a picture or more information!
Havre you thought of installing a large or a few smaller Rainwater tanks or Butts linked together to catch the water We have just installed a further (5) around our home, .and intend to add more due to Global warming making it impossible to use mains water through a hose pipe due to costs.
We also have a dry creek with wildlife pond at the end of it and a few plants like Water Rush and Iris to keep the water sweet.
Sorry, now to address your question: Probably shingle 4" then the river rock.
Maybe if you really get a great deal of water, you could build a Lake and tether a small Rowboat near bye - just in case...........Good luck!
