How can I create a simple art studio on an existing foundation ?

When we moved in our house a few years ago, the previous owner had build a raised foundation in the backyard to eventually construct a place to store equipment for his painting business. I would like to create a simple art studio that has great ventilation ( maybe roll up garage door on a side or two) . It has a wire inside a pvc pole that I was told made it ready to be “wired” for electricity. The size is 12x20. It has plywood covering it right now that has been painted over a few times.

I still feel like I don't know how to build a studio, yet here I am sitting inside the studio ... For you, building an art studio might be more of a sewing shed, workshop, .... it rather than jackhammering it out--no wood would be sitting on the concrete.
You have the perfect beginning to make a room to enjoy for many years to come. For me, it would be a green house. An art studio would make your dreams a reality. I don't know how to construct an art studio, but I can recommend that you take a look at an app called Houzz. Also, I read that you mentioned using a couple garage doors for ventilation. I recommend that you take a walk thru a Habitat for Humanity Restore. You might find some of your building materials, including the garage doors, at a Restore. You could also construct a simple pre-fab shed on the foundation. The shed could be customized to your needs.
We decided to go with the pre-fab shed idea. There are so many kits available now, in all price-ranges, that it's nearly as affordable as trying to do it yourself from scratch. However, instead of leaping into buying a kit, we kept an eye on the newspaper for awhile ... found an already-built shed (from a kit) that someone was selling for about a third of the original cost. Paid a friend $50 to move it or us, and we were in business! It already had the large front-door we needed (we were making pottery at the time), and customized it by adding two windows that were a piece of cake (and cheap) to install. Good luck!
You are so lucky to have the foundation and floor ready for you to build an art studio. The plans would be by Jon Peters Art &Home on You Tube. It sounds exciting and a fun thing to have.
I would check out some pre-made sheds. They come in all shapes, sizes, styles and prices. Find out what your town requires regarding permits first.
