I have seen several way to set up a display for small village (Xmas) type settings. One was just piece of plywood they drew the out line of thier village on the plywood then drilled holes where the houses and buildings would be placed. They ran a string lights under the board so the lights would poke through the drilled hole and light up each house. You can do this on a small scale depending on your setting. Mirror make great frozen lakes too.
