How do I remove chipping paint from vinyl shutters?

I am repainting my vinyl shutters and when I tried cleaning the mildew off of them the old paint started flaking off really badly, some places two layers deep. Do I have to remove all the old paint before I repaint? Will the new paint look lumpy and uneven if I don't?

    Vinyl shutters should never be painted. You only paint wooden shutters. You will have to put paint stripper on them, and when it finishes bubbling hit it with a high pressure hose.

      Don't use any paint stripper on the shutters. It will melt the plastic. Scrub off as much of the paint off with a stiff bush or green Scotch Brite pad. The use Krylon Fusion spray paint made for plastic. Bonds on a molecular level.

    Yes, you can paint vinyl shutters. Anything can be painted if you use the proper paint. Ask a union painter and they'll tell you what to use (or if you don't know a union painter check with any paint store representative). We just pressure washed our vinyl shutters and used paint for vinyl. The shutters need to be clean and dry and all the loose stuff removed. Remember the six "P"s: "Proper Prior Planning Prevents Poor Performance."

    I would Paint them! why not? I would take a stiff brush and warm soapy water in a bucket and scrub them good, rinse with the hose and let dry good. They make spray paint now for plastic, like out door furniture? that's what I would use. Google spray paint for plastic for the name brands. I don't think you will need to prime them but if you wanted to you could. Spray the primer, when dry apply the paint. I don't think it will be a satin smooth surface but if you put them back up on the house, you won't notice from a distance. At this point, they are already a mess right? why not give it a try? You may be satisfied with the end result, if it doesn't work, oh well...can't look worse than they do now.

    I used paint stripper on mine and hosed the paint off with a pressure washer. Worked great.
